Three Rivers Environmental, LLC offers expert environmental due diligence services, including Phase I and Phase II Environmental Site Assessments (ESAs), Transaction Screen Assessments, and Record Search Risk Assessments (RSRAs), all conducted in accordance with applicable ASTM standards (e.g., ASTM E1527-21, ASTM E1903-19). We also provide New Jersey Preliminary Assessments compliant with NJDEP Technical Requirements for Site Remediation. Our Phase I ESA services identify recognized environmental conditions (RECs) through detailed historical reviews, site inspections, and interviews, supporting CERCLA All Appropriate Inquiry (AAI) compliance.
Phase II ESAs involve subsurface investigations, such as soil and groundwater sampling, to confirm and quantify contamination for effective remediation planning. Additionally, our Preliminary Assessments evaluate potential contamination sources to guide further investigation or remediation, ensuring regulatory adherence and risk mitigation for our clients.

Three Rivers Environmental is a NJ Department of Health (DOH) licensed firm (License #2026) approved to conduct Indoor Environmental Health (IEHA) Assessment in accordance with NJ Department of Health guidelines to secure a Safe Building Interior Certificate.
An IEHA is required when:

New Jersey regulations prioritize protecting children from lead exposure in child care centers, governed by the NJ Department of Children and Families (DCF) Office of Licensing (N.J.A.C. 3A:52) and the NJ Department of Health (NJDOH) under N.J.A.C. 8:51 and 8:62. While routine lead-based paint (LBP) inspections are not universally mandated, assessments are required for centers built before 1978 (presumed to contain LBP unless tested) when triggered by elevated blood lead levels (EBLs), renovations, or as part of Safe Building Interior Certification.
These must be conducted by NJDOH-certified lead inspectors/risk assessors employed by NJ Department of Community Affairs (DCA)-licensed lead evaluation contractors.

The New Jersey Department of Children and Families (NJ DCF) Office of Licensing mandates testing for lead and copper in drinking water at licensed child care centers to ensure child safety and compliance with state regulations (N.J.A.C. 3A:52-5.3(i)5i). These requirements, effective since March 6, 2017, apply to all centers, with testing required every three years prior to license renewal.
Centers serviced by public community water systems must submit a water testing report for lead and copper, attached to the DCF Drinking Water Testing Checklist and Statement of Assurance.

Radon is a naturally occurring, odorless, radioactive gas that can seep into homes and buildings from the ground, posing a significant lung cancer risk—it's the second leading cause after smoking, responsible for about 21,000 U.S. deaths annually. In New Jersey, where soil and geology contribute to elevated levels (especially in northern and central regions), the New Jersey Department of Environmental Protection (NJDEP) strongly recommends testing all homes, schools, and child care centers.
Child care centers are required to conduct radon testing at initial licensing and every five years from initial licensing.

Three Rivers Environmental is committed to creating safe and healthy indoor environments by offering comprehensive indoor testing services to identify and mitigate potential hazards while ensuring regulatory compliance. Our expert team conducts formaldehyde and volatile organic compound (VOC) air testing to detect harmful pollutants,. With our specialized expertise, we provide accurate results and practical recommendations to help maintain a safe, compliant, and healthy indoor space.
Indoor air quality testing is required if the child care center is co-located in a building with a dry cleaner, nail salon, or other high hazard use.
The New Jersey Industrial Site Recovery Act (ISRA), enacted in 1983 (originally as ECRA), requires owners and operators of "industrial establishments" (businesses with specific NAICS codes that use/store hazardous substances and operated after December 31, 1983) to investigate and remediate their sites for environmental contamination before certain triggering events. Administered by the NJ Department of Environmental Protection (NJDEP), ISRA ensures environmental cleanup to protect public health and prevent liability transfer.
ISRA can be triggered by the following:
If you have an ISRA applicable NAICS number, are identified as an industrial establishment and will be potentially triggering ISRA based on the above, give us a call today to discuss your compliance options.
Three Rivers Environmental provides underground storage tank location services to help property owners, developers, and businesses in New Jersey identify and manage potential subsurface hazards. Unknown storage tanks may exist at your property due to prior oil heating utilities or former site operations such as automotive repair or gasoline service stations. Underground storage tanks represent a threat to the subsurface environment due to their potential to leak hazardous substances (e.g. gasoline, heating oil, waste oil, etc.), which can contaminate soil and groundwater.
This is essential for due diligence in real estate transactions, site remediation, or renovations, as required under NJDEP regulations (N.J.A.C. 7:14B for regulated USTs storing motor fuel or hazardous substances, and best practices for unregulated heating oil tanks under 2,000 gallons). Our process includes a thorough site evaluation/inspection, non-invasive scanning to pinpoint tank locations, depths, and sizes, followed by confirmation through targeted soil borings if needed/requested.
